The purpose of the call was to introduce the newly elected board to the Mayor and to continue working in close cooperation with both the Mayor and the City. During the call, the Mayor lauded the ICCC for its continued role in advocating for Canadian small businesses.

Ripudaman Singh Dhillon, President, ICCC, assured the Mayor that under the new board, the ICCC would continue to maintain the same level of cooperation with Mississauga. Canada pledges billions to battle likely Omicron fallout

“By delivering significant fiscal policy support to the economy and avoiding the harmful austerity policies that followed 2008, our investments have supported a rapid and resilient recovery so far. In fact, we have recovered 106 per cent of the jobs lost at the peak of the pandemic. But we know there is more to do, and the future remains uncertain. As Omicron has reminded us, COVID-19 threatens us still. As 2021 draws to a close, finishing the fight against COVID-19 remains our most important national project.”

Chrystia Freeland, Deputy Prime Minister and Minister of Finance

Hon. Chrystia Freeland, Deputy Prime Minister and Minister of Finance, released the Economic and Fiscal Update 2021 on 14 December 2021. The document provides Canadians with a transparent report of the nation’s finances and updates Canadians on the government’s plan to finish the fight against COVID-19, support Canadians and Canadian businesses, and ensure a strong recovery for everyone.

To protect Canada’s economic resilience in the face of possible resurgences of the virus, the government is moving forward on proposed measures including the Canada Worker Lockdown Benefit and Local Lockdown Program, which would deliver needed support to local economies and their workers should restrictions be required. Furthermore, the government has laid out a plan to help prevent outbreaks at workplaces and schools, including improvements to indoor ventilation and air quality. It is also moving forward with 10 days of paid sick leave for workers in federally regulated workplaces.

The federal government continues to support Canadians and Canadian businesses in sectors particularly hard hit by the pandemic to foster an inclusive economic recovery. A new $60-million fund will deliver support for workers in the live performance sector. Targeted support programs will continue to provide wage and rent subsidies to tourism and hospitality businesses, as well as organizations that are facing deep and enduring losses. To help address labour shortages and help businesses grow, the government is taking action to reduce immigration processing backlogs.

While economic reopenings have created jobs and rejuvenated the economy, they have also brought new global challenges, including inflation. Factors like global supply chain disruptions and climate change impacts are driving up the prices of energy, groceries, and other everyday goods. Yesterday, the Government of Canada renewed the Bank of Canada’s two-per-cent inflation target to help ensure that the current inflation rate does not become entrenched. The government is committed to making life more affordable for the middle class and those working hard to join it, including through significant investments in early learning and child care that will save young families thousands of dollars a year.

    FDI in India in 2020-21

Highest ever annual inflow of US$ 81.97 billion
    despite COVID disruptions

Hon. Som Prakash, Minister of State, Commerce

Investment Promotion activities are carried out by Government to attract more investments in the country. As a part of steps being taken to improve private interest and investment, ‘Make in India' initiative was launched on September 25, 2014, to facilitate investment, foster innovation, building best in class infrastructure, and making India a hub for manufacturing, design, and innovation. Investment outreach is being done through Ministries, State Governments and Indian Missions abroad for enhancing international cooperation for promoting Domestic and Foreign Direct Investment (FDI) in the country.

In addition to ongoing schemes of various Departments and Ministries, Government has taken various other steps to boost domestic and foreign investments in India. These include reduction in Corporate Tax Rates, easing liquidity problems of NBFCs and Banks, improving Ease of Doing Business, FDI Policy reforms, Reduction in Compliance Burden, policy measures to boost domestic manufacturing through Public Procurement Orders, Phased Manufacturing Programme (PMP), Schemes for Production Linked Incentives (PLI) of various Ministries. To facilitate investments, measures such as India Industrial Land Bank (IILB), Industrial Park Rating System (IPRS), soft launch of the National Single Window System (NSWS), National Infrastructure Pipeline (NIP), National Monetisation Pipeline (NMP), etc., have also been put in place.

India registered its highest ever annual FDI inflow of US$ 81.97 billion (provisional figures) in the financial year 2020-21 despite the COVID related disruptions. In the last seven financial years (2014-21), India has received FDI inflow worth US$ 440.27 billion which is nearly 58 percent of the FDI reported in the last 21 years (US$ 763.83 billion). These trends in India’s FDI are an endorsement of the country’s status as a preferred investment destination amongst global investors.

This information was given by the Minister of State in the Ministry of Commerce and Industry, Hon. Som Parkash, in a written reply in the Lok Sabha on 15 December 2021.

    PRESIDENT'S VIEW

    RIPUDAMAN SINGH DHILLON

As we ring in the holiday season and bring 2021 to an end, I was keen to share my views with our members and stakeholders. Mainly I want to share our achievements of the last few months, and share plans for 2022, which hopefully will bring in a new phase of activities at our institution.

In November 2021, when it seemed that we had put the pandemic behind us, we organized five in-person events that were unprecedented in scale and scope. Participation in these events were by invitation, and the purpose was to invite potential members, sponsors so that they could gauge the reach of the Chamber in the Canadian mainstream.

See the short video clips of the five events.

We are hopeful that 2022 will be different. It appears that our hope is based on a majority sentiment of Canadian businesses expressed in a survey conducted by the Business Development Bank of Canada (BDC). The key findings of the survey, released on 8 December 2021 are:

    • 84% of businesses are planning to maintain investments or invest more in the next 12 months
    • 74% of businesses expect Canadian economic conditions will improve or remain the same
    • 83% of businesses expect their sales will increase or remain the same, with accommodations and food services businesses the most optimistic.
    • 55% of businesses are experiencing difficulties hiring qualified workers.

    See the BDC survey here.

In retrospect, 2021 turned out to be no different than 2020 as the world grappled with the scourge of Covid-19. The variants of the virus continued to surprise the world, even as the global medical fraternity and the pharmaceutical industry strenuously tried to control its spread. The sudden resurgence and the quick spread of the Omicron variant will unfortunately ensure that 2022 may well turn out to be no different than 2021 and 2020.

The lessons that we have learnt over the last nearly 20 months are straightforward – we have to forget that we will be putting the coronavirus behind us soon. It is likely to be with us for a prolonged period. But that shouldn’t mean that we continue with the economically crippling lockdown. In most parts of the world, the lockdown has proved to be economically devastating, especially for small businesses.

Vaccination is the only answer and there is an urgent need to ensure that vaccination is, if necessary, enforced. It is only when the entire population is vaccinated that we will be able to bring normalcy to the world economy.

In this context, the opposition to vaccination that is proliferating in some parts of the world and in some sections of the Canadian population are coming in the way of tackling the spread of the virus. While respecting the individual’s right to choose to be vaccinated, it needs to be emphasized that an individual’s right cannot be above the rights of the society and majority of the population that has clearly taken to vaccination.

Audience listening in rapt attention to Nishan Duriappah

The Indo-Canada Chamber of Commerce (ICCC) welcomed Peel Regional Police Chief Nishan Duraiappah 30 November. It was an unprecedented event for our Chamber, where a community stakeholder of such prominence was honoured and felicitated.

In his welcome remarks, ICCC President Ripudaman Singh Dhillon, enthusiastically said, “I am proud that the program to honour Chief Duraiappajh is happening under my leadership and with the complete support of my colleagues on the board.”

Emphasizing on the initiatives that the Peel Regional Police Chief has launched, Ripudaman said, “Some of the initiatives that the Police Chief has launched are an indication of his intuitive understanding of the community’s needs. A good example is the adoption of the Community Safety and Well-Being framework and establishment of a CSWB Bureau in the Peel region to modernize traditional community policing.”

He said businesses succeed when the environment is conducive for growth. For businesses, one of the most significant aspects of business environment is stability and security. The presence of the law enforcement agency – the police – is vital in maintaining a balance that encourages businesses to take the necessary risks to grow and thereby contribute to the fabric of the society.

Ripudaman further said that in a multicultural society such as ours, the relationship between the law enforcement agency and local businesses is of critical importance. This is especially relevant for local businesses that are minority owned and operated.

“Going forward, we as a Chamber will be working closely with the Peel Regional Police and be a bridge between the law enforcement agency and the small businesses in the region,” he said.

In his welcome remarks, ICCC President, Ripudaman Singh Dhillon said, “Mayor Brown doesn’t need an introduction. He is as much as Indo-Canadian as any person in this room this evening. His connection to India is perhaps stronger than many of us. He has been to India over two dozen times. He has a deep understanding of India’s cultural, political, economics and its varied society. As the secretary of the Canada – India Parliamentary Association, Mayor Brown, when he was a Member of Parliament, helped in giving proper direction to Canada – India ties. In addition, he has a thorough and deep understanding of the dynamics of the Indo-Canadian community and its role in the shaping of the Canadian mainstream.”

He added, Mayor Brown’s association with our Chamber dates back to at least 15 years and more. “I have been told that he was a Master of Ceremonies at one of our important dinners where former Prime Minister Stephen Harper was the chief guest.”

Ripudaman outlined the three specific areas of collaboration between the ICCC and the City of Brampton.

The ICCC Winter Small Business Expo at the City of Brampton, where we will promote local Brampton-based businesses. Brampton City Hall will be an ideal location for this day-long event to be held between January and March 2022.

The Cleantech Mission to India in April 2022 in collaboration with Toronto Business Development Corporation. City of Brampton should come on board as a sponsor for this mission. Mayor Brown should lead the delegation.

Mayor Brown should help ICCC in relocating to the City of Brampton.

    Insight

Canadian public opinion about immigration & refugees

The past year in Canada has been like no other due to the ongoing COVID-19 pandemic, which persists on the strength of new variants despite a monumental vaccination campaign. Governments have striven to manage the new pandemic reality through programs supporting lost income and employment, and policies to balance public health restrictions with the resumption of normal activity. As the country moved past the crisis phase, the politics and issues of the pre-pandemic past have begun to resurface. Immigration and refugees (and multiculturalism more broadly) have not been front and centre over the past year, and were largely absent as an issue during the recent federal election. But some may be wondering how much the difficulties and stress of the past year have affected Canadians’ capacity for openness to others.

Results from the latest Focus Canada survey reveal that Canadians continue to be largely positive and supportive about immigrants and refugees, who are much more likely to be viewed as making a positive contribution to the country than posing a threat. Opinions over the past 12 months are mostly stable, although small declines in positive sentiments have been recorded in several key measures that reverse similar gains dating over the previous year. A clear majority supports current levels of immigration, views immigrants as good for the Canadian economy, and believes they are important for building the country’s population.

An increasing plurality rejects the idea that too many refugees are not legitimate, and most would like to see more of them accepted from places experiencing major conflicts. There is clear public support for the recently-announced decision to accept 20,000 Afghan refugees fleeing the Taliban, although one in four Canadians say this number is too few. Public concerns about immigration continues to be mostly centred around some immigrants not adopting Canadian values, but the proportion articulating this issue is not on a clear rise, and very few name any specific ethnic or cultural groups they believe should be kept out of the country.

    Canada - India & the Indo-Pacific Region

    By Rakesh Joshi

ICCC's statement on the Indo-Pacific region read by Rakesh Joshi, ICCC's Vice President & Director, Legal & Government Affairs, at ICCC's Meet & Greet Program with Federal Members of Parliament on 12 November 2021

We had our Chamber’s elections in October, and we now have a new board. The new board is keen to develop relations with the federal leaders of all political parties to push for a policy framework that promotes the interests of Canada and India, and is non-partisan.

Before I commence with my statement on policy framework, I want to emphasize that the Indo-Canada Chamber of Commerce is a Canadian organization, and we believe in Canadian values. We respect differences in people, including protected grounds as per the Ontario Human Rights Code as amended from time to time.

These include age, ancestry, colour, race, citizenship, ethnic origin, disability, family status, marital status, gender identity, gender expression, sexual orientation etc.

The new political and economic reality is that trade has emerged as the determining factor in building and maintaining all relationships between nations. So, even when nations differ politically on important matters, they continue to trade. All will agree that this a wholesome development.

As a Chamber of Commerce, we are committed to free trade that is regulated to ensure the interest of a nation and its people are protected. Canada is a trading nation, and should trade more, and trade with more nations.

We must understand and acknowledge that political factors determine economic decisions.

One of the biggest emerging geopolitical concerns globally is the Indo-Pacific region.

Over the last couple of years, democratic nations have forged alliances to work together to promote democratic values, and free trade that breaks any existing or emerging monopolies in the region and globally.

Our countries share the same concerns in the Indo-Pacific region. And while India is already an important player in the emerging political and economic alliances in the region, Canada is yet to decide about the nature and extent its involvement.

On the face of it, this is a natural and obvious decision: Canada shares the same values that the United States of America, the United Kingdom, Japan, Australia, and India believe in. These nations have formed two significant alliances in the region, and for Canada to be part of any of these two alliances is a natural fit.

We as the only bilateral Chamber of Commerce fostering Canada – India trade and investment relations are of the view that the present is the most opportune time for both the countries to break free of the shackles of the past and build a new relationship that is based on common interest and a shared vision of the future.

I urge all the Members of Parliament who are present here today to help our Chamber forge new grounds in building Canada – India ties that reflect their need for each other.

Canada - India trade & the ICCC

    By Virender Rathi

ICCC's statement on promoting bilateral trade and investment relations between Canada and India read by Virender Rathi, Corporate Secretary, at the felicitation program of Consul General Apoorva Srivastava on 11 November 2021

From 2019 onwards, the Indo-Canada Chamber of Commerce has taken a conscious decision of focusing on the core mandate of fostering bilateral trade between Canada and India, and helping small businesses in Canada and India hook up.

In support of the Indian government’s broad-based political process in Jammu and Kashmir following the revocation of its special status, our Chamber organized two virtual buyer-seller meetings in collaboration with the Indian Consulate and the Jammu and Kashmir Trade Promotion Organization. The first was to promote exports of Kashmiri handlooms and handicrafts, and the second was to promote Kashmiri agro and food products. Both the programs drew tremendous response both from Kashmiri exporters and Canadian importers.

In support of the farm reforms, our Chamber organized a webinar, featuring the Premier of Saskatchewan Honourable Scott Moe and the Indian High Commissioner His Excellency Ajay Bisaria. Let me emphasize that while our Chamber is politically non-partisan, it has always supported pro-business policies irrespective of which government introduces it. We believe that the farm reforms will have far reaching benefits for the Indian economy.

In addition, we also collaborated with the Indian Consulate and the Council for Leather Exports India to organize a leather products buyer-seller meet, where we also involved the Luggage, Leathergoods, handbags and accessories association of Canada. Again, this event attracted unprecedented participation both from Indian importers and Canadian exporters and investors.

The new board that has taken charge in mid-October is committed to continuing our Chamber’s focus of promoting bilateral trade. On advice of the His Excellency Ajay Bisaria, India’s High Commissioner to Canada, we have launched a start up initiative, and the first program is being organized on 28 November when we will be collaborating with BRTSIF to showcase 10 Indian startups.

BRTSIF is a foundation set up by Bombay Stock Exchange Institute Ltd. and BIL Ryerson Futures Pvt. Ltd. to promote startups and support the Government of India’s vision for entrepreneurship development and innovation culture. In collaboration with the Indian Consulate, we are also organizing a virtual buyer-seller meet for Indian tea. There is a growing market for fine tea in North America, and we are keen to build a presence for India tea, especially in the niche market.

On the anvil are joint programs with the Indian states and Canadian provinces. We will build the foundation we had laid in 2020 when we had organized a joint session between Uttar Pradesh and Ontario. We will plan the second instalment of this collaboration in early 2022. Another planned interaction is between Maharashtra and Quebec. They have a long-standing trade collaboration agreement and our Chamber in association with the Indian Consulate will be organizing a virtual meet in 2022.

Our Chamber is committed to Canada – India bilateral trade and investment relations, and we will seek all opportunities that our stakeholders provide to us to continue making incremental progress to this effort.

Layers of symbolism are woven into the eye-catching Rangoli pattern on this stamp heralding the arrival of Diwali on November 4. A time to reflect, overcome negativity, and spread light and love, the five-day festival is observed by Hindus, Buddhists, Jains, Sikhs and others around the world. Rangolis are an important part of the celebrations. Drawn on floors in entranceways, living rooms and courtyards using flower petals, coloured sand and other materials, these temporary works of art are traditionally created to invite Lakshmi, the goddess of good fortune, into celebrants’ homes.

2021 Ontario Economic Outlook and Fiscal Review

Peter Bethlenfalvy, Ontario's Minister of Finance

The Ontario government is furthering its commitment in the Speech from the Throne to protect people’s health and the province’s economy through the 2021 Ontario Economic Outlook and Fiscal Review, which will be released on Thursday, November 4.

Peter Bethlenfalvy, Minister of Finance, will release the government’s plan to protect Ontario’s hard-won progress against COVID-19, while building the foundation for economic growth and prosperity by delivering on critical infrastructure, supporting workers, and creating the right environment to attract investment and jobs.

“The job is not done and soon I will release our government’s next fiscal update, a plan that will protect the hard work and sacrifice of the people of Ontario in our fight against the COVID-19 pandemic,” said Minister Bethlenfalvy. “The plan will also look forward, towards building a strong, prosperous province for everyone.”

The 2021 Ontario Economic Outlook and Fiscal Review will build on the 2021 Budget - Ontario's Action Plan: Protecting People's Health and Our Economy, which brought the Province's COVID-19 response to $51 billion over three years, including:

Making available $1 billion for a provincewide vaccination plan that has seen Ontario achieve one of the highest rates of vaccination in the world.

Earmarking $5.1 billion to support hospitals since the pandemic began, creating more than 3,100 additional hospital beds to ensure every person who requires care in a hospital can access a bed, even during the worst of the pandemic.

Investing nearly $5 billion over four years to increase the average direct daily care for long-term care home residents to four hours a day and hiring more than 27,000 new positions, including personal support workers (PSWs) and nurses.

Delivering nearly $3 billion in urgent and unprecedented support to over 110,000 small businesses across the province through the Ontario Small Business Support Grant.

“We will remain vigilant as we continue to safely and successfully reopen Ontario together,” said Minister Bethlenfalvy. “Our government is making the necessary investments to protect the progress we’ve made while putting the right conditions in place for growth.”

India's NHAI InvIT attracts Canadian institutional investors

    • Canada Pension Plan Investment Board
    • Ontario Teachers’ Pension Plan Board

National Highways Authority of India (“NHAI”) has the largest share under the National Monetisation Pipeline. In this regard, NHAI is pleased to announce the launch of its InvIT as a mode to monetise road projects. The InvIT will initially have a portfolio of five operating toll roads with an aggregate length of 390 kilometers, with more roads planned to be added later. These roads are located across the states of Gujarat, Karnataka, Rajasthan and Telangana. NHAI has granted new concessions of 30-years for these roads. In view of the long-term nature of the assets, the units of InvIT were placed with international and domestic institutional investors. The units have been issued under the private placement route under SEBI InvIT Regulations, 2014 at the upper valuation band of Rs.101 per unit. The units will be listed on NSE and BSE.

NHAI InvIT attracted two international pension funds, namely Canada Pension Plan Investment Board and Ontario Teachers’ Pension Plan Board, as anchor investors, who will hold 25% of the units each. The balance units were placed with a diversified set of domestic institutional investors comprising pension funds, insurance companies, mutual funds, banks and financial institutions. NHAI has demonstrated its strong ability to attract a wide variety of sophisticated investors for the National Monetisation Pipeline.

The total enterprise value of the initial portfolio of 5 roads was pegged at Rs.8011.52 crore. NHAI InvIT is funding that through debt of Rs.2000 crore from State Bank of India, Axis Bank and Bank of Maharashtra. The balance is being funded by issuing units of Rs.6011.52 crore to international and domestic institutional investors, and NHAI as Sponsor.

Giridhar Armane, Secretary MoRTH and NHAI Chairman said, “We are pleased that NHAI InvIT has been able to garner funds from marquee international and domestic institutional investors to support the Government of India’s National Monetisation Pipeline. We welcome the two anchor investors - Canadian Pension Plan Investment Board and Ontario Teachers’ Pension Plan Board, and other reputed domestic investors, into NHAI InvIT. The success of this InvIT shall go a long way in achieving Hon’ble Prime Minister’s vision of developing world class infrastructure in the country.”
