    Impact of COVID-19

    The COVID-19 pandemic has taken monstrous dimensions with the global lockdown nowhere near an end. Its economic costs are enormous. Globally, the International Monetary Fund calculates that countries have taken fiscal actions amounting to about $8 trillion to contain the pandemic and its damage to the economy.

    Earlier this month, we launched the Thursday Talks Webinar Series. In the inaugural webinar we discussed the impact of COVID-19 on small business. The response was overwhelming, and we are holding a second session on the subject again this week.

    ICCC’s Thursday Talks webinar series will become a platform to discuss the fallout of the pandemic on different sectors.

    The Great Lockdown

    The worst economic crisis since the Great Depression

    The world has changed dramatically in the three months since our last update of the World Economic Outlook in January. A rare disaster, a coronavirus pandemic, has resulted in a tragically large number of human lives being lost. As countries implement necessary quarantines and social distancing practices to contain the pandemic, the world has been put in a Great Lockdown. The magnitude and speed of collapse in activity that has followed is unlike anything experienced in our lifetimes.

    This is a crisis like no other, and there is substantial uncertainty about its impact on people’s lives and livelihoods. A lot depends on the epidemiology of the virus, the effectiveness of containment measures, and the development of therapeutics and vaccines, all of which are hard to predict. In addition, many countries now face multiple crises—a health crisis, a financial crisis, and a collapse in commodity prices, which interact in complex ways. Policymakers are providing unprecedented support to households, firms, and financial markets, and, while this is crucial for a strong recovery, there is considerable uncertainty about what the economic landscape will look like when we emerge from this lockdown.

    Over-whelming response & enthusiastic participation

    The first webinar was a part of a series of webinars called ‘ICCC Thursday Talks’ that have been planned during the next few weeks to continuously engage our members and stakeholders in these times of enforced social distancing.

    The main takeaways from the webinar were:

    • Although unprecedented, this crisis will pass and won’t last forever
    • Our generation’s first experience of a pandemic
    • Compared to previous generation’s sacrifices for instance, in WW-II, our generation's crisis may pale in significance
    • Opportunity to tackle business issues that have been perennially on the backburner and take challenging decisions about restructuring
    • Government incentives are welcome but will definitely cause inflation, and higher taxes in the near-term
    • Incentives should only be used ethically

    The occasion was also used to launch the ICCC BUSINESS ASSIST PROGRAM, whereby the Chamber will provide a pro bono business advisory service to any small business.

    The ICCC BUSINESS ASSIST PROGRAM will initially be offering counseling focused in the following areas:

    • Availing Government benefits for small businesses
    • COVID-19 impacted issues falling under Financial Services domain
    • Business Accounting, Taxation, Statutory Filing Challenges
    • Impact and solutions within Information Technology Area
    • Assistance for Business restructuring

    • Provide your contact details including direct telephone number and specific area of counseling requested in.
    • Upon the receipt of your email request, the ICCC BUSINESS ASSIST core group will review and assign to the best available resource, following which the assigned Team member would then contact you to discuss your specific business challenge and offer counseling on a Pro-bono basis.


    In view of the unexpectedly large participation, and because a few members could not participate as the webinar platforms were overloaded, we are holding a second edition of the Thursday Talks scheduled at 4:30 pm Thursday 16 April on the same subject – COVID-19 and Small Business, with a different panel of experts.

    A nuanced approach required

    One-size-fits-all solutions won’t alleviate small businesses’ woes caused by COVID-19

    The unprecedented global impact of COVID-19 has not spared Canada. The number of people affected is rising everyday as is the number of fatalities.

    The Indo-Canada Chamber of Commerce acknowledges the exemplary proactive work by Prime Minister Justin Trudeau and Ontario Premier Doug Ford in the last two weeks. Both the federal and provincial governments have acted swiftly, responsibly and with alacrity in mitigating the impact of the pandemic on all aspects of Canadian lives.

    This is also true of other provinces across Canada.

    It is equally heartening to note that both the federal and provincial governments have not been found wanting in lending a much-needed helping hand to business owners to alleviate the economic devastation that will be caused by pandemic.

    Policy initiatives

    Among the more significant announcements made both by the federal and provincial governments are:

    Federal

    • 75% wage subsidy available to businesses that show a 30% revenue decrease due to COVID-19. The subsidy will cover 75% of the first $58,700 of salary earned per employee. This amounts to weekly payments of up to $847. This applies to businesses regardless of size, not-for-profits, and charities. The subsidy will be back dated to March 15, 2020.

    • Launch of the new Canada Emergency Business Account which is expected to provide loans of up to $40,000 for small businesses, which will be interest-free for the first year and up to $10,000 of the principal could be waived for repayment.

    • The Canada Emergency Response Benefit that will provide a taxable benefit of up to $2,000 per month for up to four months for workers who are earning no income as a result of the COVID-19 pandemic.

    Provincial

    • $17 billion in new economic measures for businesses to help stabilize the health care system, communities and the economy during the COVID-19 pandemic. These include:

    * Increasing the Employer Health Tax (EHT) exemption for 2020 from $490,000 to $1 million. EHT is a deductible payroll tax in Ontario that provides partial funding for the Ontario Health Insurance Plan.

    * Employers may defer Workplace Safety and Insurance Board (WSIB) payments for up to six months, and defer premium reporting and payments until August 31, 2020.

    * Setting electricity prices for small business time-of-use customers at the lowest rate, 24 hours a day for 45 days and providing an additional $1.5 billion for electricity cost relief programs.

    * Providing five months of interest and penalty relief for businesses to file and make payments for the majority of provincially administered taxes.

    Focus on small business

    Small businesses are the engine of growth of the Canadian economy, employing approximately 70 percent of the Canadian working age population. It is pertinent to note in this context that small businesses can sustain themselves only when there is a regular cash flow. If cash flows stopped, many businesses would turn belly up rapidly because their expenses on rent, utilities, etc. would remain fixed.

    According to two recent surveys, conducted by the Canadian Federation of Independent Business and the Save Small Business, 23 to 38 percent small business owners would not be able to pay their rent in April, and that percentage would jump to 70 percent in May. According to a 2016 JPMorgan study, 25 per cent of small businesses have less than two weeks cash on hand, and an additional 50 per cent have less than a month.

    While there is no denying that the measures announced by the federal and provincial governments are welcome and laudatory, it is necessary to point out that a more nuanced approach is required to deal with the pandemic’s impact. Under the circumstances that we face, it may not be possible to have a one-size-fits-all approach to dealing with the economic impact of COVID-19, especially with regard to small businesses.

    This is because the impact of the pandemic on a small business will be determined by the following factors:

    • Geography: A small business in Toronto will be impacted differently than the impact on a small business in Chatham Kent.

    • # of employees: A small business that employs 10 employees will be impacted differently than the one that employs one person.

    • Revenue: A small business that has a turnover of $5,000 per day will be impacted differently than the one that has a revenue of $500 a day.

    Already, small business associations across Canada are pointing out that the $40,000 loan to small businesses is placing the burden of economic revival squarely on small business owners who would be required to payback the loan.

    It is being pointed out that “Businesses have closed to protect people in a public-health crisis. The burden should be shared as equitably as possible – banks, landlords, insurance companies and governments should all contribute. Loans, no matter how favourable, place the burden entirely on small-business owners.”

    Duration of pandemic

    There will be other factors, too, and therefore a nuanced approach is required to alleviate the expected economic woes. Also, it is unclear how sustainable these measures are going to be. It is necessary to factor into the policy equation the period for which these measures are being delivered by the governments to businesses.

    From all the present indications and projections, the pandemic isn’t going away in a hurry. Dr. Howard Njoo, Canada’s deputy chief public health officer, has declared that “if you look at the science and the evidence … it’s not days and weeks, but certainly months that this pandemic will endure.”  

    This uncertainty over the prevalence of the pandemic is a major cause of concern for the Canadian economy. Under normal circumstances, the federal government would have presented its annual budget this week. According to some estimates, the deficit would have been in the range of $20 - $30 billion, and the government would have attempted to address economic imperatives.

    The COVID-19 pandemic, and the government spending to provide a stimulus to the economy will cost $200 billion, and that is not counting the government assistance needed to revive hospitality, airlines and other sectors.

    While acknowledging the significant work that has already been done to help small businesses, the Indo-Canada Chamber of Commerce is seeking a more nuanced policy directions from the federal and provincial governments that can make life easier for the small business owner.

    COVID-19

    We are in the middle of a full-blown health crises of global proportions. The exponential rise in the number of human beings suffering from COVID-19 is alarming because it is unprecedented. In three months between December and March, hundreds of thousands of people across the world have been detected with the symptoms of the infection, and over 6,000 people have fallen prey to the disease. The number of fatalities may increase.

    ICCC Committees

    I am delighted to inform our members, stakeholders and sponsors that after a protracted exercise, the board of directors of the chamber have reconstituted the committees. For the first time in recent history of our organisation, we have completely overhauled the committees, after understanding their role in making the chamber more representative, democratic. The exercise in the reconstitution of the committees took cognizance of the chamber’s mandate and the future direction it needs to take.

    Indo-Canada Chamber of Commerce (ICCC) in collaboration with the Consulate General of India organised a seminar and a panel discussion on the Indian budget on Tuesday 26 February 2020.

    Road Map to a New India: Indian Budget 2020-21 drew unprecedented enthusiastic response from the members of the ICCC and invited guests.

    In her keynote address, Apoorva Srivastava, the Consul General of India in Toronto, emphasised the people-first approach of the Indian budget. “Infrastructure, social welfare and agriculture are the main focus of the budget,” she said.

    The presenters included Vandana Kumar, Joint secretary, Government of India; Arvind Vijh, Director, Deloitte, Canada; Chetan Sehgal, Partner, BDO Canada.

    Over 200 women and men participated enthusiastically in Indo-Canada Chamber of Commerce (ICCC)’s eighth annual International Women’s Day on 6 March 2020 at Pearson Convention Centre.

    The program comprised insightful address by Hon. Mary Ng, Canada’s Minister of Small Business, Export Promotion and International Development; Hon. Anita Anand, Canada’s Minister of Public Service and Procurement; and Alexis Black, Intellectual Property Officer, Canadian Intellectual Property Office.

    In her speech, Minister Ng said, “Canada’s inclusive trade policies help women-owned businesses grow in the global marketplace and ensure that all Canadians—including women—benefit from our trade agreements.”

    In her speech, Minister Anand said, “Canada’s efforts to empower women and girls are strengthened by our country’s first-ever Feminist International Assistance Policy, along with our updated National Action Plan on Women, Peace and Security.”

    Apoorva Srivastava, Consul General of India, emphasized the support of family, peers and friends as being crucial to a woman’s success. She said institutional mechanism needs to be developed that automatically supports women empowerment.

    Pramod Goyal with Kinga Surma

    Pramod Goyal, President, Indo-Canada Chamber of Commerce met Hon. Kinga Surma, Ontario’s Associate Minister of Transportation at her office on 28 February for a discussion on the possible collaboration between the Department of Transportation and the ICCC.

    Minister Surma promised to hold joint programs that would be beneficial to the Indo-Canadians operating in the transportation sector.

    Once the domain of white, blue-collar big-riggers, trucking has shifted gears as South Asian Canadians fill a growing labour shortage and reroute the industry with tech-savvy and chai-vending truck stops.

    Court rejects Connexions Telecom Ltd.'s claim against Pramod Goyal

    The Small Claims Court, Brampton, rejected the claim by Connexions Telecom Ltd. filed against Pramod Goyal after the Annual General Meeting of the ICCC held in September 2019. The claim was dismissed by the judge with cost.

    ICCC celebrates International Women’s Day

    Over 200 women and men participated enthusiastically in Indo-Canada Chamber of Commerce (ICCC)’s eighth annual International Women’s Day on 6 March 2020 at Pearson Convention Centre.

    The panelists discussed issues faced everyday by working women.     A musical interlude of Hindustani classical music by the renowned Ramneek Singh enlivened the evening. The program was mesmerised by the iconic former mayor of Mississauga Hazel McCallion supercharged the evening with excitement and expectations.

    In his welcome address, Pramod Goyal, President, Indo-Canada Chamber of Commerce, said the celebration of the international women’s day is part of an evolutionary process of the 43-year-old Chamber that began with the formation of the Women Entrepreneurs and Professional Committee in 2012.

    He further added, “Indo-Canadian women have started to make a mark in all domains of career and public life.” It is but natural that as the largest Indo-Canadian business organisation, the ICCC should recognise this phenomenon and give a voice to Indo-Canadian women. Our International Women’s Day program has grown steadily and has now become an important fixture on the diaspora’s annual calendar.

    The evening was replete with gift bags and raffle draws, courtesy TELUS Business, Seneca College, Ozone Signature, RBC Insurance, and Warraich Meats.

    ICCC & CGI organise a discussion on Indian budget 2020-21

    ICCC Board, VIPs, and Panelists 

    Indo-Canada Chamber of Commerce (ICCC) in collaboration with the Consulate General of India organised a seminar and a panel discussion on the Indian budget on Tuesday 26 February 2020.

    In her keynote address, Apoorva Srivastava, the Consul General of India in Toronto, emphasised the people-first approach of the Indian budget. “Infrastructure, social welfare and agriculture are the main focus of the budget,” she said.

    The presenters included Vandana Kumar, Joint secretary, Government of India; Arvind Vijh, Director, Deloitte, Canada; Chetan Sehgal, Partner, BDO Canada.


    In her presentation, Vandana Kumar said the Indian government is working 24X7 to ensure that the momentum that the Indian economy has acquired in the last five years, continues and the recent slowdown is effectively tackled.


    Arvind Vijh explained in his presentation in details the new provisions introduced in the budget that are aimed at both easing regulations and spurring investments in India, especially in the infrastructure sector, where a whopping US$1.4 trillion will be invested in infrastructure in the next five years, and an allocation of US$14.09 billion for transport infrastructure in 2020-21.


    Chetan Sehgal, Partner, BDO Canada, in his presentation, spoke about the new provisions that have seemingly affected the Non-Resident Indian community. These pertain to by changing the benchmark from 182 days to 120 days. Consequently, anyone who stays in the country for 120 days or more in a year will now be deemed as a resident liable to pay tax, and the budget proposes that an Indian citizen who is not liable to tax anywhere would be deemed to be a resident of India, and therefore would have to pay tax in India.


    Earlier, Pramod Goyal, President, Indo-Canada Chamber of Commerce, laid down the long-term vision of the Chamber’s new leadership. “Our collective effort is to give our members and our stakeholders meaningful and tangible opportunities to directly benefit from our initiatives,” he said.


    Vijay Thomas, Vice President, International Trade and ITC, ICCC introduced the evening’s program and said the unprecedented interest in the event was a clear indication that the ICCC would turn it into an annual event; and Surinder Sharma, Vice President, Membership Engagement; closed the program by thanking everyone.

    Most of our members are first generation immigrants from India, and they have all personally experienced the thrill of the budget announcements. As the Indian economy grows, the budget is no longer the only engine driving India’s growth; there are many means being deployed to streamline the system and provide an impetus to growth.

    As the Indian government continues to undertake measures to boost the economy and revive it, your Chamber is bringing for you a live wire panel discussion on the Indian Budget 2020-21 in collaboration with the Consulate General of India.

    India Mission 2020

    20 March – 1 April 2020

    Chandigarh, New Delhi, Lucknow, Ahmedabad


    Indo-Canada Chamber of Commerce (ICCC) will lead its annual India Mission between 20 March and 1 April 2020.

    The trade mission will primarily focus on Healthcare & Nutrition, Information Technology, Education & Immigration, Travel & Hospitality and the Services sector, and will visit Chandigarh, New Delhi, Lucknow, Ahmedabad.

    Delegates will engage in B2B meetings, seminars, conferences, expo and focused group meetings based on their sectors. ICCC will be working with its India office and MoU partners in India to finalize meetings. The mission delegates succeed in getting new business connections which will pave the way for their cooperation with Indian partners and possibly open opportunities for collaboration.

    Our past missions have witnessed participation from the decision makers from Canadian and Indian governments at the federal, provincial and city levels. During the last decade, we have successfully forged linkages with our partners – chambers of commerce, industry associations and trade promotion agencies – from across India.

    These partners in success have ensured that every India Mission has resulted in tie-ups between Canadian and Indian small businesses, leading to collaborations. In addition, the Canadian diplomatic corps, and especially the Trade Commissioners’ Services, have taken a keen interest in ensuring that our missions are a success.
