    Promoting small businesses

ICCC's SME Winter Expo 2017 - a path breaking initiative

Ontario Minister Jeff Leal  India's Consul General Dinesh Bhatia

The Honourable Jeff Leal, Minister for Small Business, Ontario, emphasized the need to promote small businesses with a view to create employment opportunities and lauded the role of Indo-Canada Chamber of Commerce (ICCC) in consistently advocating the cause of Canadian small and medium entrepreneurs as a part of its mandate. The Minister was speaking at the Indo-Canada Chamber of Commerce (ICCC)’s inaugural SME Expo 2017 held Tuesday, December 5, 2017, in Toronto.

In his extempore remarks, His Excellency Dinesh Bhatia, the Consul General of India in Toronto, credited the ICCC for understanding the emerging dynamics of the Canadian and the Indian economies and the role small businesses are and will be playing in these economies in the future. He said ICCC has pioneered the advocacy and promotion of the small businesses as a sector for the last decade-and-a-half and carved a niche for itself by doing so.

The ICCC’s inaugural SME Expo 2017 is a successful attempt by the new leadership of the Chamber to consolidate its programming and make it more business focussed rather than diaspora focussed. The SME Expo replaced the Winter Gala. The exposition attracted nearly two dozen exhibitors that included small businesses as well as large corporations that are the Chamber’s Partners in Success.

Kanwar Dhanjal, President, ICCC  Royce Mendes, Economist, CIBC

In his remarks, ICCC President Kanwar Dhanjal said, ICCC-SME Expo2017 is a great opportunity for Canadian small businesses to make direct connection with consumers and other businesses.  Customised to cater to the growing connectivity needs of small businesses, and building upon the ICCC’s pledge to create opportunities for small entrepreneurs, ICCC-SME Expo2017 will become a trendsetter in the years to come.

Mr. Dhanjal added that the event is an attempt by the incumbent leadership of the ICCC to infuse the Chamber with business oriented programming. The ICCC-SME Expo2017 was organised in the backdrop of the increasing significance of small businesses to the Canadian economy. As a result, during the last decade-and-a-half, the ICCC has increasingly focused on advocating on behalf of small businesses.

The ICCC President said, in 2016 97.9 percent of entrepreneurial businesses were small businesses that employed 70.5 percent of the total private labour force.  Small businesses contribute 30 percent to the Canadian GDP, account for 25.2 percent of exports and incur 27 percent of R&D expenditure. Keeping in mind that 78.5 percent of Canadian small businesses are service oriented, the ICCC-Expo2017 as well as the panel discussion will focus primarily on services sector.

Panel on Financing, Support and Startup,
    Impact of Proposed Tax Changes
    Panel on Cryptocurrency, Fintech
    and Digital revolution

Two panel discussions were also organised as a part of the SME Expo 2017. Veteran ICCC member Murray Jans moderated the first on Financing, Support and Startup, Impact of Proposed Tax Changes. The panelists were Jeff Dennis – Partner at Fasken Martineau; Renu Narang – BDC; and Mike Marshall – CIBC. Sat Swaminathan moderated the second panel discussion on Cryptocurrency, Fintech and Digital revolution. The panelists for this one included Rahul Petkar – CEO Intellect Design Arena Inc., Harshvendra Soin – VP & Country Head, Tech Mahindra; and Peter McArthur – RBC.

Royce Mendes, Director & Senior Economist, CIBC, gave the keynote address.

    in Ottawa
    XX

It was a rare privilege for me to be invited by the Canadian House of Commons’ International Trade Committee earlier this month to make a presentation on Multiculturalism and International Trade.

The International Trade Committee of the Canadian House of Commons is in the process of consulting different bilateral chambers of commerce to understand the impact of multiculturalism on trade and to device mechanisms to deepen and sustain this impact. In particular, the committee is analyzing the following:

    • Impact of diaspora communities on trade and economic growth in Canada
    • The economic benefits of diversity and inclusion in trade
    • How Canadians successfully trade with their countries of origin
    • How diaspora drives exports
    • The ways the federal government can support trade of this nature

In my presentation as the President of Indo-Canada Chamber of Commerce (ICCC), I emphasized the catalytic role that the Chamber has been performing in ensuring that the Indo-Canadian diaspora is positively engaged in promoting bilateral trade relations between Canada and India.

I elucidated the measures that the ICCC had undertaken over the last four decades in promoting bilateral trade, and in particular, stressed upon the tangible outcomes of the annual India Mission which provides an opportunity for Canadian small businesses to forge linkages with Indian small businesses. Many Canadian suburban cities are now participating in the India Mission to establish direct connections with India. The India Mission is a multi-sector, multi city trade mission to India organised annually, which one of the initiative to boost the trade between two countries.

Mr. Sanjay Brahmbhatt, Director, International Trade, Indo-Canada Chamber of Commerce (ICCC), also accompanied me to Ottawa and was present during the formal session with the International Trade Committee.

François-Philippe Champagne, Navdeep Bains, Marc Garneau on a multi-city visit

    4th India-Canada Annual Ministerial Dialogue

    Interviews with Champagne and Garneau

The vibrancy of Canada’s cultural and people-to-people ties with India is a competitive advantage that has yet to be fully tapped for the benefit of Canadians and Indians alike. Canada counts more than a million Indo-Canadians comprising 3 percent of the Canadian population and $8 billion in annual trade. Deepening economic engagement now is the key to turning that strength in cultural diversity into an economic one for long-term growth, prosperity and more middle-class jobs for Canadians.

India has long standing friendly bilateral relations with Canada. Though geographically separated by a large distance, the historical ties between the two countries date back to the late 19th Century, when Indians began migrating in small numbers to British Columbia in Canada. Trade and investment relations between India and Canada are yet to realise their full potential. Given enormous complementarities, a concerted effort to boost bilateral trade and investment from both sides would provide a fruitful outcome.

To that end, the Honourable François-Philippe Champagne, Minister of International Trade; the Honourable Navdeep Bains, Minister of Innovation, Science and Economic Development; and the Honourable Marc Garneau, Minister of Transport, were on a trade mission to India from November 13 to 17, 2017, along with a delegation of Canadian business people.

Chandra Mohan Patowary leads a high-powered delegation to Toronto

    Minister Chandra Mohan Patowary

Chandra Mohan Patowary, Minister for Industries and Commerce of India’s eastern province Assam, declared that his mission is to establish a heart-to-heart dialogue between his province and Canada. “We have all heard of B2B, B2C, I’m here to establish a H2H linkage between my home and your home. H2H means heart to heart,” Patowary said and the gathering of Indo-Canadian entrepreneurs and professionals gathered at the networking reception broke into a spontaneous applause.

The Minister was leading a six-member delegation comprising Minister Keshav Mahanta, Chief Secretary of Assam, Vinod Kumar Pipersenia, other key officials including members of the international desk of the Federation of Indian Chambers of Commerce and Industry (FICCI).

Kanwar Dhanjal, President, Indo-Canada Chamber of Commerce (ICCC) welcomed the delegation and informed them that the ICCC would be leading a delegation to India in the New Year and would actively consider putting Assam on the itinerary. He spoke about the ICCC’s plans to organise a series of trade related events starting next month and going well into the next year.

                                      CG Bhatia
     ICCC President Kanwar Dhanjal

Consul General of India in Toronto,  Ambassador Dinesh Bhatia, in his remarks said that there were many similarities between Canada and India and that the trade potential between the two countries was tremendous and as yet largely untapped. He said that the leadership of both the countries are committed to improve the trade relations. He pointed out the many meetings at different venues that the Canadian and Indian prime ministers have had and their commitment to improve trade ties.

Minister Patowary said that Assam is the gateway to India’s Looking East policy and thanks to Indian Prime Minister Narendra Modi, the word ‘Looking’ has been dropped and been replaced by ‘Acting’. He said the Acting East policy is geared up to cater to not just the eight North Eastern provinces of India, but also countries that are contiguous of Assam, which has a 4,000-odd kilometres international border. Minister Patowary said that any Canadian investor easily be able to access a large and growing market not only in India’s North east, but also Bangladesh , Myanmar, and even China.

    Talking bilateral trade

ICCC team meets Francois-Philippe Champagne, Canada’s International Trade Minister

ICCC Team with Minister Hon. Francois-Philippe Champagne, MP Ruby Sahota and his team

The Honourable François-Philippe Champagne, Canada’s Minister for International Trade, met with a team of Directors of the Indo-Canada Chamber of Commerce (ICCC) led by President Kanwar Dhanjal. The other members of the team comprised Pramod Goyal, VP - Finance; Abu Becker, Director - Affinity & Business Development; Pranav Patel, Director - Membership; Tauseef Sheikh, Director - Sponsorship; and Pradyuman Jhala, Director - SME. The Minister was accompanied by his team of interlocutors including David Hartman, Director General South Asia Bureau, and MP Ruby Sahota. Together the two teams discussed issues of significance to Canada-India bilateral trade.

The Minister informed the ICCC team that an official Canada government is visiting India next month to continue with the discussions with the Indian authorities on issues of mutual interest. Hon. Champagne insisted that the key to exponential success in bilateral trade in merchandise and services will only come about following the signing of the Comprehensive Economic Partnership Agreement (CEPA), and the Foreign Investment Promotion and Protection Agreement (FIPPA).

The ICCC delegation emphasized the growing importance of sunrise sectors in bilateral trade and service including education and food processing. Kanwar Dhanjal, President, ICCC, said “Both governments must be cognisant of the growth of these two sectors, and do everything to promote them.” He added that the ICCC would support any initiative taken to promote these two sectors. Thanks to the steady increase in the number of international students from India, and the rise in tourism, the revenue from students and tourists from India is expected to rise substantially.

The ICCC team also spoke about the tremendous potential in the film production and distribution sector. Canada and India signed a co-production treaty in 2014 and the treaty allows film producers to tap into various incentives and tax breaks offered by both governments. Soon after the treaty was signed, a delegation of 14 Canadian producers participated in the 4th Forum of the Canada-India Business Council in Mumbai to promote the Canada-India Audiovisual Co-Production Treaty.

Telefilm Canada and the Ontario Media Development Corporation (OMDC) are spearheading the co-production cooperation with support from the High Commission of Canada in New Delhi, the Consulate General of Canada in Mumbai and the Canadian Media Production Association (CMPA).

The ICCC team also spoke about the imminent decision of the Indian government to allow 100 percent Foreign Direct Investment in the defense sector. India is planning to further liberalize its defense sector by allowing 100 percent foreign direct investment (FDI) in projects. The move is mainly aimed at curtailing the striking slowdown in the defense sector which has failed to attract huge investments in recent years despite the introduction of sweeping reforms in defense investment rules. Pramod Goyal, VP -Finance, said that the opening of the defense sector would give tremendous opportunities to the Canadian defense equipment manufacturers.

The ICCC team also discussed the growing need in the Indian agriculture sector of farming technology and equipment where Canada can deliver Indian needs. Among the other issues that the ICCC team discussed with the International Trade Minister and his team was to build partnership with Director General South Asia Bureau and to work with the Canada’s International Trade department to avail of grants to invite trade delegations from India to visit Canada.

The ICCC team also discussed the Smart Cities project and the Canadian involvement in the project, and the global city development in India. The ICCC team also communicated the forthcoming India Mission 2018 and the business symposium that will be held in December 2017.

The ICCC Directors team also had a meeting with MP Ramesh Sangha, who is also the Chair of Canada – India Parliamentary Friendship Group (CIPFG) and explored areas of mutual co-operation and to further strengthen joint working between the two teams.

    Letter from the President

     Kanwar Dhanjal

As the new President of the Indo-Canada Chamber of Commerce,  I offer a pledge to all its members, stakeholders and sponsors: Your new board will bring about constructive changes in our four-decades-old institution that we all proud of.

Our new board comprises a fundamental shift in the composition of the Chamber’s leadership – we are all relatively new to the Chamber, all of us have been involved with the Chamber for just about a decade, or even less. This is significant considering that over the last four decades of the Chamber’s history, its leadership has comprised of a small group.

Our leadership represents a new dawn in the Chamber’s history. We will encourage and reinforce this trend in the Chamber’s operations by encouraging new members to take up pole positions in our committees – both statutory and non-statutory.

This proposal neatly dovetails with our board’s plan to go full throttle ahead with membership engagement. We will customise our programming so that it appeals to specific segments of our membership. This will ensure that members from different professional and entrepreneurial backgrounds find resonance with our programs and become more active in participating in the Chamber’s activities.

In simple terms, this will ensure that you won’t see the same faces at all our programs.

Member engagement will also mean providing value through our affinity program. Soon, we will be announcing a slew of affiliations and associations with service providers who will offer substantial benefits in terms of dollar value to members of the Chamber.

Renegotiating NAFTA in the Era of Trump

Keeping the Trade Liberalization In and the Protectionism Out

By Simon Lester, Inu Manak, and Daniel Ikenson

    CATO Working Paper

When the North American Free Trade Agreement (NAFTA) came into force in January 1994, it was a ground breaking achievement. It eliminated nearly all tariffs among three significant trading partners and achieved liberalization on a wide range of other issues (some of which had never before been included in trade agreements). Now the United States, Canada, and Mexico are about to begin a historic renegotiation of NAFTA.

The proposal to renegotiate NAFTA may have been motivated by protectionist objectives. But there is potential to minimize or even avert protectionist outcomes. In the end, renegotiation presents the opportunity to modernize, fix, and expand the rules of NAFTA, and produce a “freer” free trade agreement, which would be good for the North American economy.
